What can be going wrong?

Mostly, the values you set in the Decode tag will be completely ignored by readers. It's not recommended to use that tag, because of that fact. (Of course, the same reasoning applies to the whole ITULAB concept, to a lesser degree, but I guess you're unfortunate enough to really have to deal with it.)

And why the hell the Decode tag is of type RATIONAL (unsigned32/unsigned32) while the values can be negative?

That is most probably a mistake. I'll verify, and correct if necessary.
