I've now merged in this work and it's now published here: http://libtiff.gitlab.io/libtiff/ (see the "TIFF functions overview" and "TIFF tools overview" sections).

This is just the initial conversion, and there's still plenty of scope for further improvements, so if there are any problems with the documentation or the manual page formatting, please let me know.
