I concur, at least for TIFF6. If a compressed palette is generally useful, it should be included in TIFF7 or BigTIFF or whatever the next version of the standard is called (by the way, how is it coming? There was a flurry of messages for a while months ago and then nothing more)
I think a compressed palette would be a pain in the behind. To support sharing a palette across multiple frames, it seems like we need a palette reference count instead. This would not be good for streamed output unless the reference count (and maybe the palette) is written at the end of the file.
