I'm trying to download a current tree, but not having much luck.
Based on instructions at http://www.remotesensing.org/libtiff/
Not sure why that page hasn't been updated, but I believe the current repository is
:pserver:anonymous@remotesensing.org:/cvsroot

It is working properly for me with the instructions on the above web site. I suspect there was some temporary CVS downtime.
In particular, I did not have to use anonymous as suggested by Tom.
