I plan to create a component that will combine multiple single-page TIFFs into a single multi-page TIFF.

Should I just make each "entire" (almost) TIFF a separate IFD (with all the tags etc. from the original single-page TIFF), or do I need to combine tags in any way?

Are there any pitfalls to watch out for?

Your suggested approach is "correct" insofar as there is no absolute answer. You do not need to combine tags. Essentially you copy the single IFD from each of the individual files intact into the multi-page file. Of course the offsets of all out-of-tag data values must reflect the new locations of that data but you knew that already.
