Does anybody know whats special about the TIFF/IT file format?

There's a reasonable primer on the DDAP web site at http://www.ddap.org

I don't like to buy the ANSI standard text, it's about $88...

To implement properly you would need a full spec, i.e. a copy of the standard, but DO NOT buy the ANSI standard. That has been superceded by the ISO standard (ISO 12639). Unfortunately ISO standards usually cost more than ANSI ones, but you should be able to get a copy from DIN.
