I fully understand that sentiment, Roger, and indeed I've taken a stab at this myself. But it's a problem with no end, as there are so many ways to do it, each with pros and cons for specific applications. And... 3D is close to irrelevant now, as multiplexed/hyperspectral/timeseries and other multidimensional imaging takes hold in machine learning. My gut says to leave it alone and keep the focus on 2D (but multichannel/multicomponent) in terms of standardization. For 3+ dimensions, HDF5 and cloud-friendly Zarr/N5, Parquet, Feather etc may be more suitable for many new applications, and most 3D TIFF-based file formats are already quite proprietary and unlikely to change as they've been extant for years.
Totally happy to be whacked on this, but that's my current take.
