Yes, it works, and apparently with libjpeg-turbo too as a decoder, but with the oddity that the first tile/strip to be written has the default Huffman tables, and not the other tiles/strips, nor the JpegTables. I'm not sure about the compatibility of such a file with other implementations though as I read in https://www.w3.org/Graphics/JPEG/itu-t81.pdf, page 18, "No default values for Huffman tables are specified".
