Perhaps the relevant issue to solve is: who is responsible for BigTIFF? I have no satisfactory answer for this.
It seems it is proposed that OGC be responsible for the BigTIFF specification. I doubt that anything about BigTIFF would be "changed" but a more formal document might gain more industry support.
Another avenue would be an IETF RFC (was used for PNG and has been used for TIFF before). Regardless, it requires authors, editors, and reviewers in order for it to be successful.
