Is the DateTime tag supposed to be in Greewich Mean Time?

The docs don't seem to say anything and if it isn't in GMT, then it seems like it is kind of useless.

What you say is far too logical and sensible. Every TIFF file I have ever seen which contains a timestamp uses local time without qualification so you have to guess at the time zone. It is a bit of a problem because I deal with images from two different time zones (US Eastern and Central) with time-dependent processing.
