Basically I am just asking for advice: what would you suggest to use to generate preview from this kind of tiff file:

I see that 'tiffinfo' crashes when reading your file. However, GraphicsMagick built against a libtiff similar to tiff-4.0.0beta1 is able to read it and produce a nice image of some people playing a game of chance.

I see that ImageMagick is not capable of reading this file since it crashes.

The answer seems to be to use GraphicsMagick.
