Ed Grissom suggested I explicitly set TIFFTAG_ROWSPERSTRIP to a multiple of 16 and this fixes the problem I was having.

When I don't set the value, the files are corrupt. When I do set it, they are fine.

That sure sounds like an oversight in tif_jpeg.c. I'll look into it. Thanks for the report.
