My apologies for speaking from ignorance.

It's a pretty common misconception in the industry...

I have found the PDF File Format document on Adobe's site, and it appears that all that is required to R/W PDF is a Copyright notice in your application.

A copyright notice on the name "PDF", that's true. But isn't the name "TIFF" also a copyright of Adobe? (although they should really be trademarks not copyrights, but ...)
