First question: why are you supporting 12 bit JPEG?
We have yet to see a 12 bit JPEG file "in the wild", and will not be supporting it in Photoshop.
They are clearly used for remote sensing applications. Intergraph's software supports it.
12 bit JPEG in TIFF files were first reported on this list to be "in the wild" about a year ago.
I expect that there are many exotic TIFF formats in use that Photoshop will never support.
