That is probably related to GnuWin32 binary releases of the libtiff
software. We are not responsible for that build, ask the GnuWin32 team
what goes wrong in yuor case.

Yes, all those tools are non-interactive. Open command line console and
run them from that one (or from the script).

You can find HTML help pages under the html/man directory of the source
tarball (I don't know whether the GnuWin32 packages include those
pages). Also you can find the same pages on our site
(http://www.remotesensing.org/libtiff/). Moreover, every utility prints
the short help message being started without any options.
