I wouldn't trust the M$ Wang Imaging solution for generating JPEG in TIFF.
It is using a bogus implementation of the old JPEG, and no one over there
seems interested in changing it. Old JPEG should never be used, since it
cannot even in principle be properly implemented.  It also generates bogus TIFF
files at
random other times, even if OJPEG is not used.

Wang Imaging is indeed free, but unlike "libtiff", which is pretty solid, in
this case you
get less than you pay for...
