I do not think it is a problem for Debian. The real problem is in
patents (for people in coutries where algorithms can be patented). So we
can add dynamic linking feature in libtiff and safely use it for
JBIG-KIT (and even for other external codecs).

Jay, could you create appropriate feature request in our bugzilla?
I will not extend 3.9.0 that way, but for 4.0 it will be worth to add.
