Can someone kindly please guide me step by step on how to install and link to libtiff using Microsoft Visual Studio.NET

describes how to build libtiff on windows.

It is left an exercise for the software developer to figure out how to build and link against a set include files and a .lib file.

Another question, does the TiffReadRGBImage work?

Yes, in general. Do you have some specific concern? The function does have limitations.
