I could put together a patch to the autotools stuff to pick tif_win32.c on Windows. Then we just need to fix bug 1941.

That would be a nice patch.

Is there a maintainer will to pick up on committing the changes noted in bug 1941? It already contains a tested patch. The only improvement to it is to add an error warning for when the obsoleted USE_WIN32_FILEIO macro is used (comment #5 of that bug [1]).
