I've download libTIFF Win32 Binaries and installed it on my machine to try to reduce the Sample/Pixel Amount like you suggested, but nothing in the Man Pages seem to be accomplishing that specific option.
Is it another command than tiffcp?
Grumble! Try using tiffcp to create a tiff using a different planar configuration (e.g. separate planes), in strips with 2 or more strips (note that IM may have a bug here), or as a tiled TIFF. All of these may avoid the broken IM/GM scanline code which is not properly handling the extra samples.
