So for now, use the tagged 2.2.1 release

I'm working with upstream to add a version number in the Lerc_c_api.h and doing changes in libtiff to accomodate for that

Issue has been now addressed in liblerc master and libtiff master per https://gitlab.com/libtiff/libtiff/-/merge_requests/236

You can build against liblerc v2.2.1 or master
