Absolutely, there were Adobe employees on the list, involved in discussion, and positive about it. They did not write the specification though (as far as I am aware).
That is correct.
Unfortunately, Adobe's business interest in the TIFF format waned. Chris Cox's draft specification for TIFF floating point formats (and sample files) was the last contribution that I can recall and it was never made official.
I recently noticed this draft specification is mentioned in the Adobe DNG specification as a third technote, yet it is still not published on the Adobe TIFF specification page.
