You should be very careful in your definition of “open”, especially since TIFF is a proprietary specification owned by Adobe, though it has been published/documented and there exists a variety of open source implementations. ZIP, on the other hand, is a fully open standard defined by both the IETF and the ISO (and with variants from the W3C) and there exist many open source implementations.

It should also be noted that in normal usage TIFF also *compresses data*. Both TIFF and ZIP can be used without the use of compression. When doing so with ZIP, it becomes strictly a container format.
