Get a copy of libtiff which includes the program tiff2ps in its tools
subdirectory. A recent copy of libtiff can be found at
ftp://ftp.sgi.com/graphics/tiff. Binary versions for a lot of different
platforms are around as well (somewhere). Also have a look at the following
webpage for further tiff related information:
 http://www-mipl.jpl.nasa.gov/~ndr/tiff.

If you want something rather interactive than command line oriented I'd
recommend xv (most recent version xv-3.10 or so) for the Unix platform 
which is free for personal use (but COMMERCIAL, GOVERNMENT, AND INSTITUTIONAL
USERS MUST REGISTER THEIR COPIES OF XV [extracted from the readme]). It uses
libtiff to read/write tiffs and allows to read and write a lot of different
formats, Postscript is among them + nice display features under X.
