It kind of looks like maybe tiffcrop was just a convenient utility to access some libtiff inputs which previously went unchecked.

tiffcrop was the reason, why we have moved this tool and other tools to the archive. IMHO tiffcrop is NOT maintainable! See https://www.asmail.be/msg0055010410.html Yes, for some really rare cases, an issue of tiffcrop could be solved by changing something in the LibTIFF.

I am absolutely not keen on getting tiffcrop back.

My proposal will be to reactivate and maintain only the tools needed by someone, especially those mentioned by you (fax2ps, tiff2bw, tiffdither, tiff2ps, tiff2pdf, tiffcp). At least as a starting point to go stepwise.
