Are you sure of ImageMagick? I read in the "depth" parameter that it understands only 8 or 16 bit colors. My impression is that colors just adjust/fixes/quantizes colortables. Since it will take some effort to compile ImageMagick for Solaris, will it be worth it?
I don't think netpbm is any longer maintained. Last version was from 1994. I am not sure it is considered a bug. Tiffinfo understands it OK, and Document Viewer from Office XP displays it OK. Just that the standard Image/Fax viewer of Windows XP doesn't support the output. And I have to make it work with it.

You can try ImageMagick (search for the 'colors' command line option). And... what about upgrading the NetPBM? Anyway, don't forget to send a bugreport to its developers!
