Can we interpret that to mean the libtiff project itself owns the aspect of the specification (albeit a derivative work) that is actually under active maintenance?

As pertains to libtiff, Joris Van Damme did most of the work pertaining to adding BigTIFF support. If there is an owner of the specification, it would be Joris Van Damme.
